There are multiple reasons for the urgency in setting up the Commission, but one should suffice for now - the President should have nothing to do with regulating bribery.

There are so far, uncharacteristically, no lucid intervals in this madness. We miss in them a sense of orderly synthesis, and find merely a congeries of uncoordinated parts, lies, episodes, and personalities.
